Jessica Fulginiti Waltman, Senior Vice President, Government Affairs National Association of Health Underwriters
Jessica Waltman is Senior Vice President of Government Affairs for the National Association of Health Underwriters (NAHU). NAHU represents more than 100,000 health insurance agents, brokers and consultants involved in the sale and service of health, long-term care, disability, Medicare Advantage, Medicare Supplement and a variety of consumer-driven insurance products.
In her current position, Jessica coordinates all of NAHU's legislative and regulatory efforts to advance the interests of professional health insurance producers. This includes NAHU's lobbying efforts before Congress and the Executive branch, the association's monitoring of the activities of all state legislatures, insurance departments and intergovernmental organizations and management of the association's seven-person government affairs department.
Jessica oversees NAHU's analysis of state and federal policy proposals and coordinates the association's internal policy working groups and task forces. She serves as the primary drafter of NAHU's position statements and white papers and works with the NAHU Education Foundation to create charts, analyses and other health policy research publications for use by NAHU members in their lobbying efforts. Jessica directs the administration of the Health Underwriters Political Action Committee (HUPAC) and NAHU's annual Capitol Conference, a four-day meeting in Washington, DC comprised of educational sessions, political speakers and grassroots lobbying for NAHU members. She is frequently asked to give presentations to NAHU chapters and other groups about state and federal-level legislative and regulatory issues of interest to health insurance agents and brokers and serves as one of NAHU's principal contacts with the media.
Jessica serves the insurance industry generally as an active member of the board of directors of the National Insurance Producers Registry.
Jessica joined the staff of the NAHU in September 1999 as a policy analyst and then served as the manager of state health policy from January 2000 through May 2002. She became a director of state affairs in June 2002 and then became director of health policy research in August 2004. She was promoted to the position of Vice President of Public Policy and State Affairs in August 2006 and then was asked to oversee the entire government affairs department in August 2008 as Senior Vice President.
Before coming to NAHU, Jessica spent two years performing health policy analysis for a private policy research firm in Silver Spring, Maryland. Prior to that she worked as a legislative assistant and grassroots coordinator for the American Kennel Club and she was a government and public affairs assistant for the Delaware River Port Authority. Jessica also served two members of congress, Representative H. James Saxton and Representative Rodney Frelinghuysen, both of New Jersey.
Jessica graduated magna cum laude from Drew University in 1996 with a B.A. degree in political science and non-fiction writing. She and her husband, Douglas M. Waltman, reside in Wayne, Pennsylvania with their three children, Madeline Grace, William Patrick and Luke Matthew.
